Harvey, Planner III (919) 245-2597 <br />Craig Benedict, Director (919) 245-2592 <br /> <br />PURPOSE: To review and comment upon a proposed government-initiated Unified <br />Development Ordinance (UDO) text amendment allowing for creation of a Temporary <br />Residential Units Conditional Zoning (TRU-CZ) District and modification of the Mobile Home <br />Park Conditional Zoning (MHP-CZ) District. <br /> <br />BACKGROUND: This amendment is in response to a work session with the BOCC on February <br />18, 2016 to review current development regulations and discuss opportunities for allowing more <br />flexibility with respect to residential development. <br /> <br />During this work session, staff recommended modifying the existing MHP-CZ District to allow for <br />a limited number of Temporary Residential Units (TRU) in mobile home parks, including <br />recreational vehicles (RVs) and tiny homes constructed to the RV standard, as well as creating <br />a new TRU-CZ District. Staff further recommended revising Section(s) 3.8 Conditional Districts <br />and 5.2 Table of Permitted Uses to include appropriate references to the allowance of TRUs. <br /> <br />The proposed text change accounts for the fact that RVs and Tiny Homes, built to an RV <br />standard, are not currently allowed in any zoning district. <br /> <br />Attachment 1 contains additional information and analysis regarding this amendment. Proposed <br />text amendment language can be found in Attachment 2 within a “track changes” format. <br /> <br />FINANCIAL IMPACT: Consideration and approval will not create the need for additional funding <br />for the provision of County planning staff. Existing staff, included in the departmental staffing <br />budget, will accomplish the work required to process this amendment. <br /> <br />RECOMMENDATION(S): Planning staff recommends the Ordinance Review Committee review <br />and comment upon the proposed amendments to the UDO. <br /> 2
