Uses shall be restricted to those indicated for the RMPD-CZ District in Section 5.2. <br />3. Non-residential land uses shall be allowed for projects located only within Rural Community or Rural Neighborhood <br />Nodes as defined within the Comprehensive Plan and in accordance with Watershed Protection Overlay District <br />standards as contained within Section 4.2.3 of the Ordinance. Non-residential land uses within a RMPD-CZ district <br />shall not exceed 20% of the total acreage of the project.8 <br />4. The residential density permitted on a given parcel is based on the Watershed Protection Overlay District in which <br />the property is located. Refer to Section 4.2.4 for a breakdown of the allowable density (i.e., the number of <br />individual dwellings that can be developed on a parcel of property). 9 <br />5. Allowable impervious surface area is based on the Watershed Protection Overlay District in which the property is <br />located. Refer to Sections 4.2.5 and 4.2.6 for a breakdown of the allowable impervious surface area. <br />6. Development within the zoning district shall be subject to all applicable use standards detailed in Article 5 and all <br />applicable development standards detailed in Article 6 of this Ordinance or provide creative alternatives that meet <br />the intent and spirit of the regulations. <br />7. Water and sewer services shall only be allowed consistent with the Water and Sewer Management, Planning, and <br />Boundary Agreement (WASMPBA).10 <br />8. No project having a significant negative impact on existing roadways, traffic patterns or surface drainage patterns <br />shall be permitted, unless an appropriate and viable solution is approved to mitigate these conditions. <br /> <br /> <br />7 Development within other land use categories could conceivably follow the Master Plan Development (MPD‐CZ)  <br />guidelines.  Staff specifically left out the Rural Buffer land use category due to development limitations within  <br />same (i.e. lots cannot be smaller than 1 acre in size based on existing language within the Joint Planning Land Use  <br />Plan and Agreement).  <br />8 Staff is recommending a cap on the total allowed acreage that can be devoted to non‐residential activities as part  <br />of a RMPD‐CZ project.  We are also recommending non‐residential activities be limited to projects located within  <br />Rural Community and/or Rural Neighborhood zoned consistent with the provisions of the adopted Comprehensive  <br />Plan.  <br />9 Density limits shall still be required to adhere to established limits as detailed in Section 4.2.  <br />10 For the most part, RMPD‐CZ districts will have to rely of well/septic system(s) for support.  <br /> 120
