Harvey, Planner III (919) 245-2597 <br />Craig Benedict, Director (919) 245-2575 <br /> <br />PURPOSE: To review and comment upon proposed government-initiated amendments to the <br />text of the Comprehensive Plan and Unified Development Ordinance (UDO) regarding the <br />establishment of a new Conditional Zoning district entitled Rural Master Plan Development <br />(RMPD-CZ). <br /> <br />BACKGROUND: In response to a petition submitted by Commissioner Pelissier, staff conducted <br />a work session with the BOCC on February 18, 2016 to review current subdivision regulations <br />and processes and discuss opportunities for allowing for more flexibility with respect to <br />residential development in rural areas. <br /> <br />During this work session, staff recommended the creation of a rural master planned district, <br />modeled on the existing Master Plan Development Conditional Zoning (MPD-CZ) district. The <br />district is intended to provide a mechanism whereby residential developments in the rural areas <br />of the county could develop with greater flexibility with respect to minimum lot sizes and cluster <br />options while adhering to established density limits in accordance with Section 4.2.4 of the <br />UDO. <br /> <br />As envisioned the new district would allow non-residential development only for property located <br />within Rural Community or Neighborhood Activity Nodes consistent with the adopted <br />Comprehensive Plan. Attachment 1 contains additional information and analysis regarding this <br />amendment. Proposed text amendment language can be found in Attachment 2 within a “track <br />changes” format. <br /> <br />FINANCIAL IMPACT: Consideration and approval will not create the need for additional funding <br />for the provision of County services. Existing staff, included in the Departmental staffing budget, <br />will accomplish the work required to process this amendment. <br /> <br />RECOMMENDATION(S): Planning staff recommends the Ordinance Review Committee review <br />and comment upon the proposed amendments to the Comprehensive Plan and UDO. <br /> 107
