Map of Hillsborough EDD <br />Perdita Holtz, Planner III, 245-2578 <br />Craig Benedict, Director, 245-2575 <br /> <br />PURPOSE: To review and comment upon on a Planning Director initiated text amendment to <br />the Unified Development Ordinance (UDO) that would modify some development standards, <br />types of permitted uses, and use standards within the Hillsborough Economic Development <br />District (EDD). <br /> <br />BACKGROUND: In order to better promote economic development opportunities in the <br />Hillsborough Economic Development District (EDD), the Planning Director is suggesting <br />consideration of UDO text amendments to modify some development standards, types of <br />permitted uses, and use standards. Plans for County investment in water and sewer <br />infrastructure to parcels south of Interstate 40 and in the vicinity of Old Highway 86 are <br />underway and these UDO text amendments focus on this geographic area. <br /> <br />Attachment 1 contains additional information and analysis regarding this amendment. Proposed <br />text amendment language can be found in Attachment 2 within a “track changes” format. The <br />map in Attachment 3 shows the extent of the Hillsborough EDD. <br /> <br />These amendments are scheduled to be presented at the September 12 Quarterly Public <br />Hearing (QPH). Related amendments to the Town of Hillsborough/Orange County Central <br />Orange Coordinated Area Land Use Plan Map and to the Zoning Atlas are also scheduled for <br />the September QPH. <br /> <br />FINANCIAL IMPACT: Consideration and approval will not create the need for additional funding <br />for the provision of County services. Costs for the required legal advertisement will be paid from <br />FY2016-17 Departmental funds budgeted for this purpose. Existing Planning staff included in <br />the Departmental staffing budget will accomplish the work required to process this amendment. <br /> <br />RECOMMENDATION(S): Planning staff recommends the Ordinance Review Committee review <br />and comment upon the proposed amendments to the Unified Development Ordinance. <br /> <br /> 14
