5 <br /> <br /> <br />Staff Response: The proposed amendment will address this comment <br />and allow up to five unrelated people to reside together in a single <br />family dwelling unit. The maximum of five people is based on the 2012 <br />North Carolina Residential Code. Once there are more than five <br />unrelated people residing together the dwelling unit must be classified <br />and reviewed under the 2012 North Carolina State Building Code as a <br />rooming or boarding house. A rooming or boarding house is reviewed <br />and permitted differently in the North Carolina State Building Code and <br />UDO compared to a single family dwelling unit. <br /> <br /> BOCC Member Comment: Concern with the requirement that the <br />occupant of the temporary health care structure must be a North <br />Carolina resident. As a result of this requirement, an Orange County <br />resident would not be able to care for an elderly parent or sick relative <br />from out of state. <br />Staff Response: The proposed amendment will address this comment <br />by removing the standard requiring the mentally or physically impaired <br />individual be a North Carolina resident. <br /> <br /> BOCC Member Comment: Recommendation that staff provides <br />information regarding Session Law 2014-94 on the county website for <br />the public to access. <br />Staff Response: A link to Session Law 2014-94 has been added to the <br />Orange County Planning and Inspections webpage. <br /> <br /> BOCC Member Comment: As the county moves forward with <br />modifications to the proposed amendment it is recommended that staff <br />solicit comments from the Towns of Chapel Hill, Carrboro, and <br />Hillsborough. <br />Staff Response: A review and comment period will be provided to the <br />JPA Partners and Hillsborough prior to the February Quarterly Public <br />Hearing in order to solicit feedback. <br />d.
