This <br />chart shows which uses are allowed in which zoning districts and directs users to the section of <br />the UDO that contains any specific use standards. From a zoning/land use perspective, the <br />ASE program involves: <br />• creating a new conditional zoning district, <br />• adding additional permitted uses to some of the existing general use zoning districts, <br />• creating standards that ASE uses must meet, <br />• updating some of the development standards in Article 6, <br />• defining what the use is (Article 10 – Definitions), and <br />• amending the Land Use and Zoning Matrix of the 2030 Comprehensive Plan to show <br />which Land Use classifications the new conditional zoning district (ASE-CZ) would <br />potentially be allowed in. <br /> <br />The “Amendment Outline Form” (Attachment 1) for these amendments was approved by the <br />BOCC at its September 5, 2013 regular meeting. This item is expected to be on the February <br />2014 quarterly public hearing agenda. Other steps included in the amendment outline form are <br />as follows: <br />• October 2, 2013 – Planning Board ORC (Ordinance Review Committee) meeting <br />• October 16, 2013 – Agricultural Preservation Board meeting for review/comment; <br />additional meetings as necessary <br />• November 6, 2013 – Planning Board ORC meeting (continued) <br />• November 21, 2013 – Assembly of Governments meeting to discuss these amendments <br />and their applicability in the Rural Buffer <br />• February 2014 – Public Information Meeting (generally held the week before the <br />quarterly public hearing so advertising can be included in the QPH legal ad) <br />• February 2014 – Quarterly Public Hearing on UDO/Comprehensive Plan amendments <br /> <br />Specific Input Needed <br /> <br />One of the areas of concern over the years has been the inclusion of more intensive <br />agriculturally-related uses that potentially would be developed in the rural areas of Orange <br />County. Examples of these more intensive uses are Sawmills, Composting Operations with <br />Grinding, and Regional Meat Processing Facilities. It should be noted that these types of uses <br />are currently permitted in the AS (Agricultural Service) general use zoning district and there is <br />an existing sawmill zoned AS off of West 10 Road near Efland. Additionally, these types of <br />uses are exempt from zoning regulations if they occur on the bona fide farm (or lands leased by <br />a bona fide farm) and process only materials (e.g., timber) produced on the farm. <br /> <br />27
