Proposed Amendment <br />Summary Spreadsheet <br />Ashley Moncado, Planner II (919) 245-2589 <br />Craig Benedict, Director (919) 245-2575 <br /> <br />PURPOSE: To review and comment upon a Planning Board and Planning Director initiated <br />Unified Development Ordinance (UDO) text amendment regarding existing home occupation <br />standards contained within the UDO. <br /> <br />BACKGROUND: At the January 9, 2013 Planning Board meeting, Board members discussed <br />areas of interest in the coming year. These items were elements highlighted in the UDO <br />Implementation Bridge report prepared when the UDO was adopted in 2011. One item of interest <br />included the need to review existing home occupation standards to determine if there was a need <br />for a text amendment to encourage and support their use within the county. <br /> <br />At the July Planning Board meeting, planning staff followed up with the Board’s request with a <br />presentation of existing standards and a review of home occupation standards from other local <br />jurisdictions. At this time, Board members supported a text amendment revising existing standards <br />for the November 25 Quarterly Public Hearing. Based on recommendations and direction from the <br />Planning Board in July, staff continued the process by drafting text amendment language . During <br />the September 4, 2013 Planning Board meeting, draft language was presented to the Board for <br />review and comment. Additionally during this time, staff worked with the Planning Board Chair and <br />Vice Chair to complete the Amendment Outline Form (Attachment 1) which was approved by the <br />BOCC on September 5, 2013. Agenda materials for past Planning Board meeting are available at <br />http://www.co.orange.nc.us/planning/planningboard.asp . <br /> <br />Staff has revised the proposed amendments to existing home occupations standards based on <br />comments received at the September Planning Board meeting. Proposed text amendment <br />language for review can be found in Attachment 2. Additionally, Attachment 3 contains a <br />spreadsheet summarizing proposed revisions to Sections 2.22 and 5.5.3. <br /> <br />Following the October 2 ORC meeting, staff will proceed with submitting the proposed revisions to <br />the JPA partners (Towns of Chapel Hill and Carrboro) for review and prepare the text amendment <br />package for the Quarterly Public Hearing on November 25, 2013. The opportunity for comment by <br />the JPA partners is required for all text amendments that could affect the Rural Buffer. <br /> <br />71
