Article 5: Uses <br /> Section 5.10: Standards for Telecommunication Facilities <br /> <br /> <br /> <br />Orange County, North Carolina – Unified Development Ordinance Page 5-83 <br /> <br />(i) Increasing the existing vertical height of the structure by the <br />greater of: <br />a. More than 10% or <br />b. The height of 1 additional antenna array with separation <br />from the nearest existing antenna not to exceed 20 feet. <br />(ii) Except where necessary to shelter the antenna from inclement <br />weather or to connect the antenna to the tower via cable, adding <br />an appurtenance to the body of a wireless support structure that <br />protrudes horizontally from the edge of the wireless support <br />structure the greater of: <br />a. More than 20 feet or <br />b. More than the width of the wireless support structure at <br />the level of the appurtenance. <br />(a)(iii) Increasing the square footage of the existing equipment <br />compound by more than 2,500 square feet. <br />Notwithstanding the provisions detailed herein, any collocation request <br />resulting in the elevation of a telecommunication facility above <br />established permit limitations will be required to secure any additional <br />required permit(s) including, but not limited to, the submittal, review, and <br />approval of a new Special Use Permit based on the modified height of <br />the facility. 1 <br />(b) The proposed additional facility will not increase the ground space <br />approved in the site plan for equipment enclosures and ancillary <br />facilities.2 <br />(c)(b) The proposed additional facility will comply with applicable regulations, <br />restrictions, or conditions, if any, applied to the initial wireless facilities <br />placed on the tower or other wireless support structure. <br />(d)(c) The proposed additional wireless facilities comply with all federal, State, <br />and local safety requirements. <br />(e)(d) The proposed additional facility does not exceed the applicable weight <br />limits for the wireless support structure. <br />(B) Submittal Requirements <br />All applications for telecommunication facilities that are eligible for administrative <br />approval shall be submitted and reviewed in accordance with the standards of Section <br />5.10.8 of this Ordinance. <br /> <br />5.10.7 Antennas Not Located on Wireless Telecommunications Support Structures <br />(A) General Standards <br /> <br />1 NCGS 153A-349 now allows for modification of an existing, permitted, telecommunication facility under certain <br />set parameters. Staff has included a new definition of ‘Substantial Modification – Telecommunication Facility’ in <br />Article 10 of the UDO to incorporate this allowance. Staff is including language within the proposal that would <br />require additional permitting if the height of the tower is increased beyond what was originally approved by the <br />County (i.e. over 200 feet required a Class A Special Use Permit). 2 Staff deleted this section as new State regulations allows for an increase in existing equipment compounds <br />associated with the review/processing of a collocation application. <br />22
