the State. Proposals were requested from several environmental engineering companies to <br />complete the necessary technical work to allow preparation of these reports. Proposals fior <br />provision of technical services were received from three firms -Engineering Consulting <br />Services, Ltd.; Quantum Environmental, Inc.; and Trigan Engineering Consultants, Inc. These <br />proposals are. reflected in the attached 'Bid Summary. <br />The staff recommendation to select Quantum Environmental Inc. is based on that firm's <br />demonstrated ability, qualifications and cost for providing the services required by the County. <br />FINANCIAL IMPACT: Quantum Environmental, Inc. submitted the lowest cost proposal far the <br />services outlined above. The company's proposal totals $18,145. Staff also requests <br />authorization of $2,500 for change orders, bringing the total project cast to $20,645. Funds to <br />cover $15,000 of the proposal cost are included in a previously approved County capital project, <br />Fuel Tank Replacements. Remaining funds for the proposal can be accommodated in the <br />current year Public Works budget. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the bid award for <br />preparation of a Limited Site Assessment to Quantum Environmental, Inc. in an amount not to <br />exceed $18,145 and authorize the Chair to sign a contract with Quantum Environmental, Inc., <br />subject to final review and approval by staff and the County Attorney, and that the Board also <br />authorize the Manager to sign any change orders for additional work required, in an amount not <br />to exceed $2,500. <br />
