Fikes, ext. 2490 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To consider the appointment of a member of the Board of County Commissioners <br />to the local HOME Program Review Committee. <br />BACKGROUND: In August 1992, the Orange County HOME Consortium was formed by <br />mutual consent of the Towns of Carrboro, Chapel Hill, Hillsborough, and Orange County. The <br />County is designated as lead entity and is thus responsible for program administration. <br />In accordance with the Orange County HOME Program Consortium Agreement, each year the <br />HOME Program Council, heretofore comprised of staff members of Carrboro, Chapel Hill, <br />Hillsborough, and Hillsborough, meets to develop a program design for the year. This plan is <br />developed primarily based on comments received during annual public hearings and funding <br />requests received from local housing non-profit organizations. Once the program is designed, it <br />is presented to all local governing boards for approval. That process has occurred in April and <br />May of previous years. <br />During the last program approval process, questions were raised by local elected officials <br />regarding the process for development of the HOME Program Annual Plan. There was some <br />concern that local elected officials are only involved in program design at the time that approval <br />is necessary in order to meet HUD deadlines. In order to facilitate the involvement of elected <br />officials in the plan development stages, the Manager is recommending the formation of a <br />HOME Program Review Committee comprised of the manager or his/her designee from <br />each participating government and one (1) elected official from each jurisdiction. This <br />group would meet at least quarterly to discuss program activities and to develop future <br />spending plans. <br />The Manager has shared this suggestion with Carrboro, Chapel Hill and Hillsborough, our <br />consortium partners. To date, Carrboro, Chapel Hill and Hillsborough have appointed <br />Jacqueline Gist, Edith Wiggins, and Ken Chavious respectively to this committee. <br />
