The baler will be used to bale metal during <br />recycling processing, and will serve as a back up to the existing horizontal baler for the rest of the <br />material. <br />Bids were solicited from sixteen vendors. Two bidders responded. Bids were evaluated by staff. <br />Tri-State Process Equipment Company of Monroe, North Carolina submitted the lowest <br />responsible bid that was responsive. Their bid was for a Selco Model V5-XHDSA at a net <br />delivered and installed cost of $24,500. <br />The new baler is to be used to bail steel and aluminum cans. The existing baler has been used to <br />bale both metal cans and plastic; however, it is not designed to adequately bale metal, which is <br />more difficult to crush. Improperly bailed cans reduce the number of cans in a bale and cause the <br />bale to not be as tightly tied. Additionally, there is frequently limited space to manage both <br />materials within the queuing space for materials waiting to be bailed at the single bailer. <br />Staff consulted with UNC solid waste management staff regarding the possibility of collaborating <br />on metal baling. UNC does not presently have baling equipment, and opportunities in the near <br />term for joint use of a machine appear limited based on existing County and UNC operational <br />setups. However, Solid Waste Management staff consult regularly with University staff regarding <br />areas of possible collaboration on solid waste management, and UNC has a designated <br />representative who attends Solid Waste Advisory Board meetings while the University considers <br />whether it wishes to become a full partner in the interlocal agreement on solid waste <br />management. <br />
