NOTICE OF PUBLIC HEARING <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />AND <br />ORANGE COUNTY PLANNING BOARD <br />A public hearing will be held in the Southern Human Services Center, 2501 Homestead <br />Road, Chapel Hill, North Carolina, on Tuesday, December 12, 2000, at 7:30 p.m. for the <br />purpose of giving all interested citizens an opportunity to speak for or against the <br />following items: <br />Copies of the public hearing material will be available for review in the Planning <br />Department, 306E Revere Road, Hillsborough, North Carolina after November 27, 2000. <br />1. CONSIDERATION OF ECONOMIC DEVELOPMENT DISTRICTS (EDD) <br />WITHIN MORATORIUM AREAS <br />A task force consisting of Orange County and Town of Hillsborough elected <br />officials and staff have been working on amendments to the location, land <br />use, and zoning approval processes of the EDD in and around Hillsborough <br />near the intersection of I-40/Old NC86, I-85/Old NC86 and I-85/NC86. <br />Four issues will be presented at the public hearing. <br />a. Creation of a "Limited Office" zoning district in the Orange County <br />permitted use zoning tables. The new district would permit primarily <br />community and regional office development with accessory restaurants. <br />b. Creation of an "EDD/Special Use Entranceway Overlay District." This <br />district would include a set of general and specific standards for <br />development to be reviewed concurrent with the special use rezoning <br />and permit. <br />c. Zoning of parcels near the intersection of I-85/NC86 to "Limited Office." <br />These parcels were shown as 3a and 3b on the June 6, 2000 moratoria <br />map including approximately 77 acres. These parcels can continue their <br />present activity pursuant to existing zoning codes if presently developed. <br />If the site is undeveloped or previously noted site is to be redeveloped, <br />then the parcel would be developed consistent with Limited Office district <br />or request rezoning through a special use rezoning and permit process. <br />These parcels would also be removed from the moratoria. <br />d. Time period extension for the EDD moratoria area near I-40/Old NC86, <br />and I-85/Old NC86. These parcels include approximately 768 acres and <br />were noted on the June 6, 2000 moratorium maps as parcels A, 1 and 2. <br />The extension is proposed from the original 6 month period ending <br />January 2001 to April 2001 where the moratorium will expire on said <br />parcels. The Orange County/Hillsborough Economic Development <br />Districts Task Force is conducting open meetings on a regular basis to <br />complete its amendments to the EDD guidelines and regulations. <br />
