3 <br />Dr. Grumet led the research team from the beginning of the project in .July 2004 through its <br />completion in early March 2005, Dr. Grumet and her team reported on their findings and <br />responded to questions and comments from the BOCC at a March 15 work session. Dr. <br />Grumet also reported to the Chapel Hill-Carrboro Board of Education at their April 7 meeting, <br />and is scheduled to report to the Orange County Board of Education at their April 25 meeting, <br />Both school systems have submitted brief written comments about their preliminary reactions <br />to the research team's findings and recommendations. Depending on time constraints, all <br />three governing boards may wish to discuss those in more detail at this work session, <br />d. New School Construction Updates - OCS Middle School #3 and CHCCS High <br />School #3 <br />Each school system has prepared written updates regarding progress towards construction of <br />their respective projects: the new OGS middle school on West Ten Road, and the new <br />CHCCS high school on Rock Haven Road near Smith Level Road, In addition, materials <br />related to the Chapel Hill-Carrboro Board of Education's April 21 discussion of High School #3 <br />project budget overruns (based on construction bids recently received) are provided as <br />background. <br />e. Process for Developing Policy Recommendations on School Construction <br />Standards and Building Capacity <br />Based on discussions among the Collaboration Work Group and at the County <br />Commissioners' January 2005 annual planning retreat, the Work Group is poised to begin <br />work an developing recommendations regarding a number of key policy issues, These <br />include, but need not be limited to, updates and revisions to existing school constn~ction <br />standards and clarifying the process for making decisions about school building capacities <br />(recommendations on the latter will be due no later than November 2005 to meet the next <br />annual SAPFO planning cycle). <br />Staff suggest that the three boards confirm this direction and task the Collaboration Work <br />Group to proceed with developing key policy matter recommendations. <br />FINANCIAL IMPACT: There is no financial impact tied directly to the discussion at this <br />meeting, However, decisions that the school boards and BOCC will make at subsequent <br />meetings are likely to have significant implications for future capital and operating budgets. <br />RECOMMENDATION(S): The Manager recommends that the boards discuss the issues <br />noted and provide direction to staff, as appropriate, <br />
