DocuSign Envelope ID: COBB49A6 -D1 E9- 42DE- 8E8D- 7583E683E1E2 <br />EXHIBIT A: PROVIDER'S OUTSIDE AGENCY APPLICATION <br />• Living Wage Network, a newly formed national coalition of living wage <br />certification programs, whose website will launch in January 2018, featuring <br />OCLW and other living wage certification programs in the U.S.; <br />• The Hillsborough Chamber of Commerce and Chapel Hill Chamber of <br />Commerce, whom we joined as members in January 2018 (using funds from <br />our 2017 end -of -year direct appeal and not using grant funds) to develop new <br />sources for employer contacts and increased impact; <br />University of North Carolina's Department of Communications, specifically <br />with Associate Professor Sarah Dempsey, who will make living- wage - related <br />projects and internships available to students; <br />• Cooperative Initiatives of the Carolinas Credit Union League, whose director, <br />Jeff Hardin, has volunteered to produce a 2018 series of videos on living - <br />wage- earning employees (the sequel to his 2017 employer- focused videos). <br />Program Description (3 pages OR LESS) <br />Please provide the following information about the proposed program: <br />d) Summarize the program services proposed and how the program will address a <br />Town /County priority /goal? <br />The Town and County goals and priorities we address are to provide more living wage <br />jobs, support community prosperity, and enable affordable housing. <br />Through our voluntary employer certification program, Orange County Living Wage <br />advocates for county -wide wage gains for workers. Our living wage is indexed to the <br />cost of housing in Orange County. We provide a clear reference point for employers <br />who are looking to help their workers live in our county by paying them enough to do <br />so. We provide incentives for employers to certify and raise wages, and we promote <br />our living -wage- certified employers as a model for the future of our County. <br />North Carolina's minimum wage is mired at the federal rate of $7.25. For workers with <br />families, this is a poverty wage. With little prospect of wage action at the state level, <br />North Carolina's counties and towns must advocate for fair pay for lower -wage <br />workers. Our program is one tool within the County's and Towns` mix of strategy and <br />support for building wealth, empowering citizens, and improving outcomes around <br />poverty. Increasing wages will enable more County residents to meet their basic <br />needs and better support their families — and to live where they work. <br />e) Describe the community need or problem to be addressed in relation to the Chapel_ Hili <br />Human Services Needs Assessment, Orange Count BOCC Goals and Priorities, Town of <br />Chapel Hill Council Goals, C_arrboro Board Priorities, or other community priorities (i.e. <br />Council /Board Goals).
