Nationally, women are
also less likely to have health insurance and retirement plans (2015 White House Council
of Economic Advisers Report). Because of these factors, women need to save more than
their male counterparts throughout their lives. However, the federal government's Women
in America report found that two out of three women say that they have little or no
knowledge of financial products and services.
Career Exploration and _Preparedness: Women are more likely to work in industries and
positions that are lower- paying than men (2015 White House Council of Economic
Advisers report). In addition, women tend to hold a disproportionately high percentage of
minimum -wage jobs, and North Carolina has a higher than average percentage of its
workforce that are minimum -wage workers. According to the U.S. Department of Labor,
North Carolina had 2.3 million workers who were paid by the hour in 2013. Of those, 73,000
earned the federal minimum wage of $7.25 per hour, while 57,000 earned less.
Collectively, these workers made up 5.8% of all hourly -paid workers in the state (Bureau of
Labor Statistics, U.S. Department of Labor, "Minimum Wage Workers in North Carolina —
2013 "). As of 2012, women made up nearly two- thirds of the hourly paid workforce earning
the federal minimum or less in North Carolina. They are 73% of tipped workers and 77% of
restaurant servers, who earn just $2.13 per hour. (Natl. Women's Law Center 2014).
Compass Center's Career programs give clients an opportunity to learn about resume and
interview skills, about high- demand jobs where they have the potential for greater earnings,
and about training resources they can access to strengthen their skills.
f) Who is your target population of individuals to benefit from this program and how will they
be identified and connected with the program?
While about 90% of the clients who utilized our Self- Sufficiency services (excluding VITA)
last year identified as women, Compass Center's Self-Sufficiency programs are available
to anyone in the Triangle region but predominately are residents of Orange County. Clients
come to our services through self - referral, outreach efforts, referrals from other
organizations, and word of mouth.. Additionally, Compass Center is part of two
collaborative initiatives in Orange County, the Family Success Alliance and Making
Connections, to provide services to the most vulnerable families with a focus on reducing
intergenerational poverty. As part of these two projects, Compass Center is providing
financial education to low - income families. By providing expanded client - centered
individual counseling and workshop services, our goal is to improve the household
economic security of these families.
g) Describe the credentials of the program manager and other key staff. (Ex. Identify Program
Manager and credentials, describe training provided to volunteers, etc.)
Compass Center's Self- Sufficiency Programs Director and Associate Director oversee the
implementation of existing and expanded Self - Sufficiency services, and work with
professional volunteers to provide high - quality workshops, individual counseling sessions,
and referrals. The new Self- Sufficiency Programs Coordinator would assist with
implementation of the expanded service model including volunteer recruitment and training,
one on one client coaching, expanded program marketing to partners and potential clients,
and data collection and analysis. The Johnson Service Corps Intern assists with volunteer
and client recruitment and management, and client service and volunteer management
experience is required.
