DocuSign Envelope ID: FOFFD659- 4159- 4D4C- 82FD- FF8E51A5A7E4 <br />EXHIBIT A: PROVIDER'S OUTSIDE AGENCY APPLICATION <br />h) Describe the specific period over which the activities will be carried out and include an <br />implementation timeline. <br />Dedicated 24 -hour domestic violence hotline: In operation 24 hours per day 365 days per <br />year. This is available to those who speak any language. Bi- lingual advocates or <br />interpreters (paid and volunteer, in- person or over the phone) can be accessed at all <br />times. Compass Center has trained a network of interpreters in addition to bi- lingual <br />advocates and if we don't have someone immediately available or in the language needed <br />we pay a national language line for their services. <br />Court advocacy services: Trained staff will accompany victims to criminal and civil domestic <br />violence court held weekly in Hillsborough. Clients get assistance with obtaining domestic <br />violence protective orders, help in filing for victims' compensation through the state and are <br />educated about legal rights and remedies daily as part of our hotline and in- person <br />services. <br />Support Groups: Will be offered throughout the year with staggered start times so that <br />interested clients can quickly access group support. Generally groups start in September, <br />October, January, February, March and June. Most last 8 weeks. We also offer a divorce <br />and separation drop -in support group (for non - domestic violence victims as well as <br />domestic violence victims) that meets twice a month. <br />Access to safe shelter: Hotline advocates help clients find emergency shelter 24 -hours per <br />day 365 days per year. <br />Many clients are seen during in- person appointments on business days. <br />i) Why is funding this program a good investment for the community? How does funding this <br />program add value to the community? (250 words OR LESS) <br />Compass Center's Domestic Violence Crisis Services Program is the only comprehensive <br />domestic violence program in Orange County, and helping prevent and end domestic <br />violence can benefit our community in many ways. Nationally, 1 in 5 women and 'I in 7 <br />men will experience severe physical violence by an intimate partner in their lifetime <br />(Centers for Disease Control and Prevention, The National Intimate Partner and Sexual <br />Violence Survey 2410). Domestic violence is a crime that negatively impacts people <br />regardless of age, gender, race, sexual orientation, socio- economic status, or religion, and <br />is unfortunately all too common in all Orange County communities. The long -term impacts <br />of domestic violence on victims and their children often last many years after the <br />relationship is over, so providing community support for intimate partner violence <br />prevention education, domestic violence crisis services, and long -term support services <br />relating to domestic violence is important. Since 98% of domestic violence victims <br />experience financial abuse, we help survivors working to rebuild their finances and regain <br />financial self - sufficiency long -term. Chronic illnesses are also much more common for <br />survivors of abuse, including low back pain, chronic headaches, and arthritis. Research <br />also finds that victims report a Nigher than average incidence of depression, diabetes, <br />asthma and digestive disease, as well as elevated rates of impaired brain, immune or <br />endocrine system dysfunction ( "Domestic Abuse Has Long -Term Health Impact, Survey <br />Says," ABC News 2013). <br />j) Describe what would happen if requested funding is not awarded at all or if a reduced <br />allocation is recommended. <br />Since the vast majority of the expense to run this program is personnel costs to deliver <br />services, funding reduction from Orange County would likely result in a reduction of force, <br />thereby not being able to provide all of the services to clients. <br />PROGRAM INFORMATION 1/22/2018 5:50:18 PM P a g e 1 8 o f 4 7 <br />
