<br />NOTICE OF PUBLIC HEARING <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />AND <br />ORANGE COUNTY PLANNING BOARD <br />A public hearing will be held in the Judge F. Gordon Battle Superior Courtroom of the <br />New Orange County Courthouse, 106 E. Margaret Lane, Hillsborough, North Carolina, on <br />Monday, November 27, 2000, at 7:30 p.m. for the purpose of giving all interested citizens <br />an opportunity to speak for or against the following items: <br />1. AMERICAN STONE COMPANY AND ORANGE WATER AND SEWER <br />AUTHORITY PLANNED DEVELOPMENT AND SPECIAL USE PERMIT <br />Orange Water and Sewer Authority (OWASA) and American Stone Company <br />to rezone from RB to PD-Light Industrial (PD-I-1) and Class A Special Use <br />Permit property located in the Bingham Township at the NC 54/Bethel Hickory <br />Grove Church Road intersection (SR 1104) and being further identified on the <br />Orange County Tax Maps as 6.28..98; 6.28..9C; 6.28..9E and part of 6.28..8A <br />and containing 180.5 acres more or less. (PD-I-1-02) <br />This request is to rezone the property to Planned Development -Light <br />Industrial (PD-I-1) with a Class A Special Use Permit that modifies and <br />expands the area currently used for Extraction of Earth Products at the <br />existing quarry operation. The proposal is to expand east across existing <br />Bethel Hickory Grove Church Road. This expansion will require relocating, to <br />the east, the portion of Bethel Hickory Grove Church Road adjoining this <br />petition. Included within the request is the intent to convert the quarry to an <br />OWASA-maintained reservoir at the end of the quarry operations, in 2030. <br />The site plan is on file in the Orange County Planning Department located at <br />306-F Revere Road in Hillsborough. <br />2. EDUCATIONAL FACILITIES IMPACT FEE ORDINANCE <br />The impact fee ordinance is under review with regards to the fee amount and <br />the differentiation in impact that may be found based on a variety of housing <br />types. <br />3. CONSIDERATION OF SCHOOL ADEQUATE PUBLIC FACILITIES <br />ORDINANCE <br />An ordinance requiring that the adequacy of school public facilities based on <br />a level of service standard in schools be considered in the approval process <br />of residential development so that development and capital investment <br />planning can be synchronized with a more effective regulatory mechanism. <br />
