PUBLIC HEALTH TASK FORCE 2004: PRELIMINARY RECOMMENDATIONS <br />PUBLIC HEALTH IMPROVEMENT PLAN <br />4) Fund local health departments to improve their capacity to <br />provide the ten essential public health services that form the <br />foundation of the accountability and accreditation systems. <br />Need Addressed /Rationale <br />The accountability system will help local public health agencies identify the health needs of their <br />communities. At the present time, however, resources are insufficient to allow local health <br />departments (LHD) to adequately protect the public's health. Funding is needed at the local level to <br />build LHD capacity.to protect and promote the health of the community by providing the ten essential <br />public health services. In providing these services, LHDs will focus on the core goals of the Task <br />Force: improving locally identified health outcomes and eliminating health disparities. <br />Infrastructure /Capacity Improvement <br />Each health department will use these resources to address different aspects of the ten essential services <br />as determined by local priorities and needs. The Task Force goals of improving outcomes and <br />eliminating disparities will be critical factors in allocating these resources. <br />The Ten Essential Public Health Services <br />1. Monitor health status to identify community health problems <br />2. Diagnose and investigate health problems and health hazards in the community <br />3. Enforce laws and regulations that protect health and ensure safety <br />4. Inform, educate and empower people about health issues <br />5. Mobilize community partnerships to identify and solve health problems <br />6. Link people to needed personal health services and assure the provision of health care when <br />otherwise unavailable <br />7. Evaluate effectiveness, accessibility, and quality of personal and population -based health <br />services <br />8. Assure a competent public health and personal health care workforce <br />9. Develop policies and plans that support individual and community health efforts <br />10.
