PUBLIC HEALTH TASK FORCE 2004: PRELIMINARY RECOMMENDATIONS <br />PUBLIC HEALTH IMPROVEMENT PLAN <br />PART I: CORE INFRASTRUCTURE <br />Structure & Organization Committee <br />7. Create three (3) public health "incubators" to support regional collaboration by sharing <br />resources and developing economies of scale. $375,000 one time funding/Page 21 <br />8. Reunite the Division of Environmental Health from the Department of Environment and <br />Natural Resources (DENR) with the Division of Public Health under the leadership of the <br />State Health Director in the Department of Health and Human Services. Page 22 <br />9. Recommend that the position of State Health Director report directly to the Secretary of <br />the DHHS. Page 23 <br />10. Drive collaboration of local health departments and any related structural changes at the <br />local and state level through the accreditation process. Page 24 <br />11. Perform and distribute a Self Assessment of the Division of Public Health using National <br />Performance Standards. Page 25 <br />Planning & Outcomes Committee <br />12. Improve the data and epidemiology to drive state and local decision- making and allocation <br />of resources.
