Only one of <br />these issues and interests represents the driving motivation for providing the BOCC with <br />all of this information at this time: the Town of Hillsborough wants the Town and County <br />water conservation /drought ordinances to be modified to allow more water consumption by <br />Town water customers (as opposed to all water customers) during periods of low flow in <br />the Eno basin. The Town wishes to consider the proposed modifications for adoption in <br />the next few months (prior to the onset of the low flow period) and has requested that the <br />BOCC review and comment on proposed modifications. As the County water <br />conservation /drought ordinance governs water use by Town customers living outside the <br />Town, the Town hopes that the County will modify its own water conservation /drought <br />ordinance to track with the Town ordinance. However, discussion of water <br />conservation /drought ordinances must be put in context with other issues that are related <br />and are of concern to the BOCC. Accordingly, information on and /or County staff <br />analysis of issues involving the Eno River Capacity Use Agreement, Hillsborough utility <br />rates and water conservation issues is also provided. The specific topics of this report <br />are: <br />• The history and implementation of the Eno River Capacity Use Agreement <br />• The integration of Hillsborough's west fork reservoir into Capacity Use Agreement <br />• Hillsborough's water /utility rates <br />• Coordination /Modification of County and Town water conservation /drought ordinances <br />• Water conservation of Eno River water supplies <br />draft <br />
