3. At no time will users withdraw more than the amount <br />allocated in Table 1 at the 100 percent level of Lake Orange <br />unless the user has a water purchase contract with a source <br />outside the basin. Any such contract shall be valid only after <br />it is fully executed and filed with the Division of Water <br />Resources. If such a contract exists, withdrawals in excess of <br />the amount allocated (up to the contracted purchase amount) may <br />be made when the streamflow gauge at Hillsborough registers <br />greater than 10 cfs. <br />As stated in one of the notes to Table 1, withdrawals in <br />excess of the amount indicated by Table 1 may be made when the <br />USGS streamflow gauge at Hillsborough registers greater than 3 <br />cfs. In no event, however, may the total daily withdrawal exceed <br />that allocated at the 100 percent level of.Lake Orange. <br />All withdrawals will be averaged over a 7 day period (Sunday <br />through Saturday) and compliance with the Table 1 permitted <br />withdrawals will be based on this weekly average. The in- stream <br />flow target at the Eno River Hillsborough streamflow gauge, <br />however, must be maintained at all times. No averaging of <br />streamflow targets are permitted. <br />Schedules of water. being purchased, and how such purchases <br />will affect withdrawals, must be provided to County at least one <br />week before the purchase. The purchase amounts for each day will <br />be sent with monthly reports of daily withdrawals to the Division <br />of Water Resources. Emergency withdrawals which would cause the <br />withdrawer to be out of compliance with the requirements of Table <br />4 <br />
