MEMORANDUM
TO: County Commissioners
COPIES: John Link, County Manager
FROM: Paul Thames, PE, County Engineer
DATE: March 18, 2004
SUBJECT: Hillsborough water conservation /drought ordinance item for
March 22, 2004 joint meeting with Hillsborough
ATTACHMENTS: Draft Report on Eno River Capacity Use Agreement, water
conservation /drought ordinances, Hillsborough water rate
issues
As per the request of the Manager, I have attached a draft report touching on a potential
item of discussion on the agenda for the March 22, 2004 joint meeting between the
BOCC and the Hillsborough Town Board. The report remains in draft form and is
submitted for information and review only by Commissioners, the Manager and the
Attorney until I finalize it in response to input or questions from the BOCC or individual
Commissioners, the Manager and Attorney. Although the report is only in draft form, the
Manager and I felt that it is proper that Commissioners have access to this information
prior to facing a discussion on a proposed modification or complete overhaul of the
Town's water conservation/drought ordinance (and the County's ordinances if they are to
continue to tract together) and the implications of the proposal relative to BOCC goals
and values pertaining to water use, conservation and development.
If I may provide additional information, please advise.
