their work with Orange County on the Skills Development Center and many others. Further, the <br />Board will note that the cost proposal includes a feasibility analysis far using alternative energy <br />(landfill gas) to heat the facility, which is unprecedented in a County building. <br />Commissioners noted at the April12 meeting that with expanded meeting space in this facility <br />that would be on the order of the size of the public meeting room in the Government Services <br />Center in Hillsborough, it would be prudent for this building to be connected to sewer rather <br />than to rely on an on-site septic system or alternative wastewater treatment system. As the <br />parcel on which this building will be constructed is in the Rural Buffer, the Board should formally <br />determine at an appropriate time that this building is an "essential public facility". Under the <br />County's land use regulations, that designation is a specific exception to the general provision <br />that water and sewer utilities are not extended into the Rural Buffer, <br />The Solid Waste Department is aware of the importance of ensuring that any new Eubanks <br />Road waste management facility is in harmony with Rogers Road Neighborhood community <br />standards of appearance, The Solid Waste Management Department will coordinate design <br />and site development issues with the Solid Waste Advisory Board (which includes a member <br />from the neighborhood) and will develop a design and construction process that invites input <br />from the neighborhood at each key phase of the project. <br />FINANCIAL IMPACT: As noted in the accompanying architect's cost proposal, the design fees <br />for this project are quoted at $124,800. This amount includes $14,500 far feasibility analysis of <br />high performance mechanical engineering, wastewater management and alternative energy, <br />The quotation also assumes that the County will connect to nearby OWASA sewer lines, If the <br />County were to pursue an onsite septic system design, the quoted fee would increase by <br />$1,500 to $126,300. <br />The construction budget is estimated at $900,000, which includes the building and site work, <br />but does not include the design fees, Funding for the design and constn~ction will be covered <br />through a combination of existing reserves and debt financing, all of which would be paid <br />through the Solid Waste Enterprise Fund, <br />RECOMMENDATION(S): The Manager recommends that the Board award a contract to Dixon <br />Weinstein Architects in an amount not to exceed $124,800 for the design of the Solid Waste <br />Administration Building to be located on landfill property on Eubanks Road, Chapel Hill; and <br />authorize the Chair to sign a contract on behalf of the Board, subject to final review by staff and <br />the County Attorney, <br />
