REPORT TO BOARD OF ORANGE COUNTY COMMISSIONERS AND <br />ORANGE COUNTY ELECTED OFFICIALS <br />SOLID WASTE ADVISORY BOARD <br />February 8, 2005 <br />Introduction /Purpose <br />Over the past year, the Orange County Solid Waste Advisory Board (SWAB) has <br />identified as part of its mission the need to increase communication between 'the SWAB <br />and the various county and municipal elected officials who constitute the stakeholders in <br />Orange County solid waste management. While We have made presentations. to the Board <br />of Orange County Commissioners (BOCC) and to the various municipal governing <br />bodies, we have had few opportunities to engage in a dialog with all of these <br />stakeholders. <br />This report attempts to continue.and expand this dialog. It briefly: <br />• presents a summary of present state of solid waste disposal in the county and the <br />associated pending issues facing the solid waste stakeholders; <br />• reviews the mission and membership of the SWAB; <br />• reviews the 2004 accomplishments of the SWAB; <br />• summarizes the scope of the solid waste enterprise in Orange County in terms of <br />performance data; and <br />• details key issues that the SWAB believes the BOCC and other stakeholders need <br />to deal with in the near- to mid -term. <br />Summary of the Present State of County Solid Waste Disposal and Associated Issues <br />The County Solid Waste Department manages four main waste streams. <br />• Construction and demolition debris <br />• Municipal waste <br />• Recycled materials <br />• Green or vegetative waste <br />Page I of.10 <br />213/2005 <br />
