3 <br />Attachment <br />C 1265-10/00 <br />MANAGEMENT ANALYST II <br />GENERAL DEFINITION OF WORK: <br />Performs difficult professional and intermediate administrative work in the County Manager's <br />Office implementing and developing the Criminal Justice Partnership Program, as well as other <br />project initiatives and coordinating the County's public information and relations efforts; does <br />related work as required. <br />Work is performed under general supervision. Supervision may be exercised over subordinate <br />clerical and technical personnel. <br />TYPICAL TASKS: <br />Implements and develops special project initiatives such as the Criminal Justice Partnership <br />Program and Juvenile Crime Prevention Council; <br />Conducts community needs assessments; <br />Responsible for grant writing and administration, program development, contract administration, <br />and program evaluation for new programs such as the Pre-Trial Release Program, Satellite <br />Substance Abuse Center and Mens' Halfway House; <br />Identifies, develops and monitors programs to enhance existing initiatives such as the <br />consolidated Orange-Chatham Justice Partnership Soazd; <br />Works with County Attorney and participating agencies to develop contracts and memorandum <br />of agreements; <br />Serves as staff support to a 50 plus member advisory board; <br />Meets and negotiates with elected officials, County Managers, attorneys, school superintendents <br />and other key leaders in both Orange and Chatham Counties regazding policies, rules and <br />regulations; <br />Writes, publishes and coordinates distribution of informational materials about County services; <br />Writes press releases and develops audiovisual presentations; <br />Coordinates county public information efforts, especially during crises or disaster situations such <br />as hurricanes or tornadoes; <br />Supervises, reviews and evaluates the work of subordinates; <br />Performs related tasks as required. <br />KNOWLEDGE SKILLS AND ABILITIES: <br />Thorough knowledge of the organization, functions and programs of County government; <br />thorough knowledge of County policies and procedures; ability to comprehend program goals, <br />objectives and operations; thorough knowledge of the methods for preparing public <br />informational materials and obtaining their effective release through available media; ability to <br />interpret and apply policies, guidelines, and regulations; ability to establish and maintain <br />effective working relationships with County officials, employees, community agencies, private <br />organizations and the general public; ability to speak effectively before various groups; ability to <br />communicate effectively in writing. <br />EDUCATION AND EXPERIENCE: <br />Any combination of education and experience equivalent to graduation from an accredited <br />college or university with major course work in public administration, public relations, <br />communications, journalism or related field and at least two years experience in <br />program development, implementation and evaluation; public information; public relations or <br />
