DEVELOPMENT OF A MISSION STATEMENT FOR ORANGE <br />COUNTY HUMAN SERVICES <br />March 1992 <br />The Human Services Advisory Commission has been working to facilitate the <br />development of a mission statement that will guide the delivery of human services in <br />Orange County. This mission derives from the vision created by the participants at the <br />September 1991 HSAC Policy Forum. The mission statement is a general description <br />of a guiding philosophy that can be used to help shape the future as we decide how to <br />coordinate services, allocate resources, and assess the ultimate accomplishments of <br />our programs. <br />In conjunction with this effort to establish a common mission, the Task Force for the <br />Future of Human Services is developing a proposal for a planning process.that will <br />promote further coordination and information - sharing among funders and providers. <br />Action Requested: <br />We hope that major funders, coordinating groups, the nonprofit agencies, and <br />governmental departments represented on HSAC will present this statement to their <br />Boards or Executive Committees and obtain their feedback by May, 1992. <br />Please inform the Human Services Advisory Commission of the action your Board <br />decides to take. You may contact individual members of HSAC, or contact Kathy <br />Baker in the County Commissioners' Office (732 -8181, 967 -9251, extension 2125). <br />The Mission Statement will be revised based upon the comments received and <br />included with the final report of the Task Force on the Future of Human Services in <br />July 1992. The mission and the proposed planning process will then be shared with <br />the human services community. <br />Draft of the Mission Statement: <br />The collective mission of the human service providers and funders of Orange County <br />is to create a coordinated, efficient, and effective network of public and private <br />resources that provides a continuum of preventative and ameliorative services. These <br />services should be client- centered, accessible, offered at a minimum cost, and meet <br />the needs for human development and daily living of individuals, families, and the <br />community. This network should embody the community's values of caring, respect, <br />diversity, economic opportunity, optimal health, safety, and the enhancement of self - <br />worth. Services should be supported by a citizenry that is informed and educated <br />about the issues of human services. <br />
