CHARGE <br />The Human Services Advisory Commission shall be responsible for making <br />recommendations to the Board of Commissioners concerning human services programs <br />in the County in order to improve the quality of life. Human Services Advisory <br />Commission shall develop, review, and periodically evaluate human services programs. <br />The Human Services Advisory Commission shall also function in an advisory capacity, <br />providing counsel to human services agencies, commissions, and other groups within the <br />County. <br />2. ROLE OF HUMAN SERVICES ADVISORY COMMISSION <br />The Human Services Advisory Commission shall be a planning and evaluative body with <br />the following specific duties: <br />A. Improve the coordination of the County human services delivery system. <br />B. Assessment of human services needs in the County. <br />C. Evaluation of the level and availability of human services delivered by County <br />departments and other agencies. <br />D. Recommendations for improving the family orientation of the County human <br />services delivery system. <br />E. Studies and projects as requested by the Board of Commissioners. <br />F. Advisory review of non - departmental Human Services Agency budget requests, <br />once received by the County Manager's office. The format of budget review would <br />focus on the following: <br />a) Results being achieved by non - departmental agency. <br />b) Coordination of service delivery with other human services agencies, both <br />public and private. <br />c) Clear delineation between continuation or expansion budget requests. <br />The Human Services Advisory Commission would make recommendations to the <br />County Manager for consideration in the Manager's budget presentation to the <br />Board of County Commissioners. Concerns and unanswered questions would be <br />passed along at the same time. Also, they will indicate the Agencies with whom <br />the Manager should have individual conferences. <br />G. Convene an annual Human Services roundtable discussion regarding new human <br />services initiatives, gaps or overlaps in the County human service delivery <br />systems. County Human Service Board members, Department Heads, United <br />Way of Chapel Hill, Carrboro Human Service Advisory Commissions, and <br />appropriate University representatives (Schools of Public Health, Social Work, <br />etc.) would be invited. <br />
