Brown <br />Moses Carey, Jr. July 26, 1999 <br />Barry Jacobs <br />Dear HSAC Forum Participants: <br />+ <br />17 9 n g� <br />FA <br />tit <br />The Orange County Board of Commissioners and the Orange County Human Services <br />Advisory Commission (HSAC) invite you to participate in the 10th Annual Human Services <br />Advisory. Forum on Wednesday, September 15, 1999, from 8:00 a.m. to 2:30 p.m. The forum will <br />be held at the Friday Center, Laurel Hill Parkway, on the UNC Campus. The registration fee of <br />$10.00 includes lunch provided by the Friday Center. <br />The theme for this year's forum is, Building "Confianza ": Developing Trust and <br />Improving Access to Service to the Hispanic /Latino Community in Orange County. <br />"Confianza," a Spanish word, means to have confidence in, or to be familiar with someone or <br />something. Gaining the trust and confidence of the Hispanic /Latino Community is the first step <br />toward creating a relationship where Orange County successfully serves the needs of the <br />Hispanic /Latino Community. <br />The United States Census Bureau predicts that the Hispanic /Latino population in Orange <br />County will triple in the next several years. Already we have seen exponential growth in the <br />Hispanic /Latino population through interstate migration and immigration. Many of our <br />Hispanic /Latino citizens are currently underserved due to language barriers, access barriers and <br />insufficient knowledge of available resources. Public and non - profit human service providers will <br />be expected to bridge the gap and fulfill the needs of the Hispanic /Latino Community. <br />The Forum will give community agencies and individuals an opportunity to discuss the <br />needs of the Hispanic /Latino Community. We will brainstorm on ways agencies can work with the <br />Hispanic/Latino Community to eliminate the gaps in services. Questions for discussion include: <br />• What are the roles of government and non - profits in providing service to the Hispanic/Latino <br />Community? <br />• What are the needs of the Hispanic /Latino Community? <br />• How do we better inform the Hispanic✓Latino Community of existing services? <br />• How can government and non - profits partner to improve access to services and to share <br />resources for the Hispanic/Latino Community? <br />• How do we deliver services to the Hispanic/Latino Community? <br />A tentative agenda for the forum.is enclosed; the day will begin with an overview and <br />demographics of the Hispanic /Latino Community presented by Martha Olaya- Crowley, Chair, <br />Governor's Advisory Council on Hispanic /Latino Affairs. John Herrera, Vice President, <br />Hispanic /Latino Affairs, Self Help Credit Union, will present a cultural perspective of Orange <br />County's Hispanic /Latino population. A panel discussion will follow identifying the needs of the <br />Hispanic /Latino Community.
