Adopted by consensus as corrected. <br />12 <br />13 ORANGE COUNTY HISPANIC CENTER Ms. Annette Moore, Director of the Orange <br />14 County Department of Human Rights and Relations described the plans for an Hispanic <br />15 Center in Orange County. <br />16 <br />17 ♦ Letters of support are being sought from the Board of County Commissioners <br />18 ♦ Temporary initial location <br />19 ♦ Permanent siting is being planned, with downtown Carrboro being considered <br />20 ♦ Criteria for siting includes accessibility including proximity to bus lines <br />21 ♦ Northern Orange County Human Services Center will house a partial program <br />22 ♦ A fiscal sponsor is being sought <br />23 ♦ Financing will be diversified between public, charitable, and private sources <br />24 ♦ The Director's position is being advertised <br />25 ♦ 501 -3c status is being applied for <br />26 ♦ The focus of service will be <br />27 ♦ Empowerment <br />28 ♦ Facilitation between government and community <br />29 ♦ Advocacy <br />30 ♦ Services planned include <br />31 ♦ English as Second Language (ESL) <br />32 ♦ Substance Abuse Counseling <br />33 ♦ Motor Vehicle Licerisure assistance <br />34 <br />35 Ms. Moore requested that the Human Services Advisory Commission make a <br />36 recommendation in favor of the Hispanic Center to the Board of County Commissioners. <br />37 <br />38 Ms. Jeffries commented that students should be encouraged to be involved with the <br />39 Hispanic Center. She suggested a workshop be conducted by Human Rights and <br />40 Relations Department to better acquaint the student body and club presidents in the <br />41 schools with the Hispanic community. She also said that it is very important to <br />42 familiarize County children with the issues studied at the 1999 Forum. <br />43 <br />44 Mr. Block feels that there are too many issues to be tackled all at once, and that the <br />45 Hispanic Center should start out with only a few issues to solve and then expand from <br />46 there. <br />47 <br />
