Human Services Advisory Commission — Minutes — October 16, 2000 — Page 2 of 3 <br />Review of Outcomes from Each Break -Out (Strategy) Group Sharron Hinton <br />The members discussed the points that the Forum Strategy Groups put forth. It was pointed out that all of <br />the points of each strategy group need to be included in the Forum Report, as in past years. Sue Russell <br />turned in her points from the group she had facilitated (Early Childhood). Also, only the five highest - <br />scoring points of the Elderly Group had been typed up, instead of the entire list of all the points from that <br />group. The entire list of points from the Elderly Strategy Group will be included in the Report. <br />45 Annual Forum Report Sharron Hinton led a discussion about the Forum Report. Ms. Russell <br />reviewed the Executive Summary of the 1999 Forum for the members. She commented that the <br />Commission usually recommends a specific action for the County Board of Commissioners to act upon in <br />the Forum Report. She explained that the HSAC first has a discussion about the priorities given by the <br />Forum strategy groups, out of which the HSAC makes a recommendation to the County Manager's office <br />50 to be incorporated into the Forum Report. <br />55 <br />The members discussed issues raised at the Forum by the Strategy Groups, such as housing — this <br />seemed to be important to every strategy group — and the lack of oversight and collaboration of the <br />already - available mental health services in the County. <br />(Proposed) Draft Recommendations to Orange County Board of Commissioners After further <br />discussion, the members drafted a proposed recommendation to be further discussed at the November <br />meeting. <br />60 1.) (Proposed) Recommendation: "Create a Mental Health Task Force to further study the broad and <br />complex issues addressed at the Forum. The Task Force should include representatives from the <br />Schools, Health Department, DSS, OPC Area Program, County Department Heads, Transportation <br />Services through the Department on Aging, Housing and Community Development, and the Sheriff's <br />Department. The Task Force will examine the mental health delivery system in Orange County for <br />65 children, adolescents, adults and the elderly, and recommend strategies to address the following issues <br />that were identified at the 2000 Human Services Advisory Commission Mental Health Forum: <br />• Equity of Access to Services <br />• Crisis Intervention and Management and the Impact <br />70 that All Forms of Violence have on Mental Health <br />75 <br />• Continuum of Care <br />• Appropriate Housing and Transportation <br />• Collaboration and Oversight of Existing Services <br />• Inadequate and /or Inflexible Funding Streams <br />Furthermore, the Task Force shall produce and present a report to the County Manager's office by <br />MM /DD /YY <br />2.)
