Human Services Advisory Commission — Minutes — October 15, 2001 Page 2 of 5 <br />Mr. Block spoke about the proposed Senior Centers that are planned to be built with Bond Funds. He handed <br />out some brochures and gave statistics that there are the same number of elderly citizens as there are students in <br />the two school systems in the County. <br />Ms. Wash asked what the HSAC could do to help with bond education. Ms. Hinton replied that it would be <br />helpful for each HSAC member to place Bond Education brochures at their individual agencies. She added that <br />the County Manager's office and the Bond Education Committee can send speakers to any meeting, such as a <br />Homeowner's Association or a church, regarding the proposed Bond. <br />MINUTES OF AUGUST 19, 2001 were approved as presented upon the motion of Ms. Barnhill and the <br />second of Ms. Young. Vote was unanimous. <br />FORUM DISCUSSION: Ms. Hinton said that the minutes of the September 12, 2001 Forum were completed <br />last week, and that the next step is for Ms. Kimberly Cannon to develop a Draft Report from them. Ms. Hinton <br />said that the HSAC will then look at the minutes and the draft report. She added that this could be presented at <br />the Board of County Commissioners (B.O.C.C.) Retreat in December 2001. <br />Mr. Jacobs brought up the subject of the best way to present these reports to the B.O.C.C. There was discussion <br />about presenting only the Reports from the 1999 Latino Forum and the 2000 Mental Health Forum at the 2001 <br />B.O.C.C. Retreat and presenting the 2001 Poverty Forum Report in early 2002. <br />Ms. Russell said that she thought it was part of the charge of the Human Services Advisory Commission to <br />come up with a policy statement or analysis each year of the Annual Forum. <br />Ms. Barnhill made a motion, Mr. Hurston seconded, that the HSAC Forum Reports of 1999 and 2000 be <br />presented by Co -Chair Wash at the B.O.C.C. Retreat, December 2001. Ms. Young asked when would the 2001 <br />Forum Report be presented? Ms. Barber and Ms. Hinton suggested that a place for this presentation could be <br />reserved on one of the B.O.C.C. agendas for March 2002. <br />VACANCIES ON HSAC Mr. Jacobs asked about the vacancies and suggested that we put that on the agenda <br />in November. <br />MEMBERSHIP STATUS OF DEBBIE KINERT Mr. Jacobs asked about Ms. Kinert, who has indicated that <br />she may need to resign. Ms. Paciga said she had emailed her but had not had a response yet and will check on <br />that. <br />DUPLICATION OF SERVICES BY ORANGE COUNTY HUMAN SERVICE AGENCIES Mr. Hurston <br />asked if there had been any study done of duplication of the services offered by human service agencies in the <br />County. Ms. Barnhill said that United Way looks at that when they distribute funding. Ms. Hinton added that <br />when the Orange County Human Services Management Team looks at the non - profit funding applications in the <br />spring each year that they look at overlapping services. Ms. Echols added that the Health Department also <br />collaborates with agencies to reduce duplication of services. Mr. Block commented that they could expand their <br />services without diluting their services. Ms. Wash said that maybe this topic should be a discussion for a later <br />date or even a topic for a forum. Ms. Hinton said that the funding application may be a good place to include <br />something about this. Ms. Russell said that it is a very complex issue.
