HUMAN SERVICES ADVISORY COMMISSION <br />MINUTES �,I, X21 <br />APRIL 17 2000 <br />1 <br />2 The regularly - scheduled meeting of the Human Services Advisory Commission was held <br />3 on Monday, April 17, 2000 at 5:30 p.m. at the Southern Human Services Center, in <br />4 Chapel Hill, N.C. <br />5 <br />6 MEMBERS PRESENT Marvin Block, Advisory Board on Aging; Louise Echols, Co- <br />1 chair (at- large); Lynette Jeffries (Cooperative Extension Service); Deborah Linn Kinert <br />8 (at- large); Rosetta Moore (substituting for Dee Gamble - Department of Social <br />9 Services); Sue Russell (Partnership for Young Children); Donald David Thompson, Jr <br />10 (at- large); Rebecca A. Young (at- large). <br />11 <br />12 MEMBERS LATE: None. <br />13 <br />14 MEMBERS ABSENT Dee Gamble (excused); Mel Hurston (Board of Health - <br />15 excused); Barry Jacobs (BOCC - excused); Cathleen Q. Martin, <br />19 Assistant to the Clerk. <br />20 <br />21 STAFF ABSENT Albert Kittrell, Assistant County Manager <br />22 <br />23 WELCOME AND MEMBER UPDATE: The members introduced themselves and gave <br />24 updates on their departments' activities. <br />25 <br />26 MINUTES - The minutes of March 20, 2000 were approved as read. <br />27 <br />28 TOPIC FOR FORUM 2000 Discussion ensued. <br />29 <br />30 Sue Russell suggested that an interesting topic may be technology in the context of <br />31 human services. <br />32 <br />33 In regards to mental health as a topic, Mr. Thompson said that many of the homeless <br />34 have mental illness because they are in transition. <br />35 <br />36 In another aspect of the mental health issue, Mr. Thompson added that from personal <br />37 experience of working in the corrections field, that many of the inmates have mental <br />38 illnesses and are incarcerated as a result of crimes these people felt impelled to commit <br />39 in order to have a place to stay, since Mental Health Facilities have turned them away. <br />40 <br />41 Louise Echols added that the mental health of the senior population needs to be <br />42 addressed also.
