Human Services Advisory Commission — Minutes — January 8, 2001 — Page 2 of 4 <br />Hudson Fuller said that she is currently the Chair of the Family Violence Prevention Center of Orange County. <br />Karen Current, of El Centro Latino, was welcomed warmly as a new member of the Human Services Advisory <br />Commission. <br />County Commissioner Barry Jacobs talked about the Capital Needs Advisory Task Force, for which <br />45 nominations and applications were being taken. The charge to the Capital Needs Advisory Task Force will be <br />to help the Board of County Commissioners put together a bond package for the fall of 2001. <br />50 <br />Minutes of August 21, 2000 A motion was made by Mel Hurston, and seconded by David Thompson, to <br />approve the minutes of August 21, 2000 as written. VOTE: UNANIMOUS. <br />Minutes of October 16, 2000 A motion was made by David Thompson, and seconded by Rosetta Wash, to <br />approve the minutes of October 16, 2000 as written. VOTE: UNANIMOUS. <br />Minutes of November 20, 2000 These had not been reformatted yet. <br />55 <br />Recommendations for BOCC <br />Because there had not been a quorum at the November, 2000 HSAC meeting, there had been no formal <br />recommendation made for the County Commissioners' Goals Retreat in December, 2000. Commissioner <br />60 Jacobs said that Retreat had been continued to January 29, 2001, and suggested that the HSAC could <br />decide to send the Forum 2000 Report to the Commissioners with a cover letter. He suggested that the <br />cover letter request the Commissioners to accept the report and summarize the conclusions that the <br />Human Services Advisory Commission arrived at because of the Forum. <br />65 After further discussion, Commissioner Jacobs also suggested that the HSAC could ask the Board of <br />County Commissioners to review the past four or five Forums and ask the BOCC to consider what issues <br />of human services there are. He also mentioned that the HSAC could decide to ask staff to make an <br />analysis of the reports. <br />70 Commissioner Jacobs advised that it would be best if the HSAC members each reviewed the last four or <br />five Forum reports and devote an entire meeting to reviewing them as a group before sending a <br />recommendation to the Board of County Commissioners. Commissioner Jacobs said that he could give the <br />BOCC notice that he is going to bring more information from the HSAC to them. He said a document <br />might be created that would summarize the last four or five Forums and how much progress has been <br />75 made toward addressing the issues brought forward. He said it would be best if the HSAC took its time <br />and made its recommendations as well thought -out as possible. <br />There was also discussion of the recommendation in the October 16, 2000 minutes that the BOCC create <br />a Mental Health Task Force this year to work on and present a report regarding Mental Health Services to <br />80 the County Manager's office later this year. Commissioner Jacobs said that the creation of a Mental <br />Health Task Force was a good idea, and that it should to be timed to go along with the huge change that is <br />expected in the delivery of Mental Health Services in our state.
