Step 5: Define neighborhoods. <br />Neighborhoods are designed to support the village core as well as to create distinctive <br />characters within each area. Wherever possible, greenways are used to define neighborhoods. <br />Each neighborhood is centered around a focal point, such as a hilltop or historic site.
