3. Neo- traditional Design Plan - based upon establishing a mixed -use, rail- centered <br />village core with surrounding, interconnected neighborhoods, and fostering a strong sense <br />of community, utilizing principles proposed by Andres Duany, Elizabeth Plater - Zyberk, <br />Peter Calthorpe, and others as explained in Towns and Town - Making Princides (Duany & <br />Plater - Zyberk, 1991), The Next American Metropolis ( Calthorpe, 1993), and The <br />Pedestrian Pocket Rook (Kelbaugh, 1989). <br />The first part of this study consisted of creating a design concept for each of the three <br />scenarios. A suitability analysis provided a foundation for each of the conceptual designs <br />based on topography, vegetation, soils, surrounding land uses, roads, floodplains, and other <br />constraints. The text describes the design concepts, objectives, and land use estimates of each <br />proposed design plan. The accompanying maps illustrate the actual designs. <br />The second part of this study entailed an impact assessment of each of the three scenarios. <br />The analysis allowed the study group to explore the advantages and disadvantages of each <br />proposal and how each might affect the surrounding area, as well as the county.
