M M V <br />STONEY CREEK BASIN SMALL AREA PLANNING WORK GROUP <br />OCTOBER 19, 1995 <br />The Stoney Creek Small Area Planning Group met on Thursday, October 19, <br />1995 at 7:30 p.m. in the EMS facility training room, New Hope Church Road, Chapel <br />Hill, North Carolina. <br />Members Present: Irene VanDyke (alt), James Bumphus, Bob Strayhorn, Lee Rafalow, <br />Trish Rafalow (alt.), Elio Soldi, David Yelton, Bob Hall, Clint Burklin, Dan Teichman, <br />Dean Zehnder, Keith Cook, Trudy Cuffe, and Meg McKean. <br />Arrived at 9:05: Steve Price and Renee Price. <br />Members Absent: Bobby Nicholson, Michael Warner, Gary Hanker, Curtis Bane, <br />Judson Edeburn, Bill Bracey, Stephen Halkiotis, Don Willhoit <br />Facilitator Present: Verla Insko <br />Staff Present: Gene Bell and Emily Cameron, Orange County Planners, and Kathy <br />Baker, Deputy Clerk to the Board of Commissioners. <br />Announcements: Lee Rafalow mentioned a recent newspaper article discussing a <br />possible trade of development density for a school site in the Stoney Creek area. He <br />asked if there was such a proposal before the county at the present time. He also <br />inquired about what would happen if a new school was provided water and sewer. <br />Would water and sewer then be available to surrounding developers? <br />Gene Bell replied that there is not such a plan on record. If a school was supplied with <br />water and sewer, developers would not automatically have that available to them. An <br />evaluation of their proposal would go to public hearing, the Planning Board and then to <br />the Board of Commissioners. <br />Keith Cook indicated that the school board would consider accepting such a gift if it <br />were offered. <br />Gene Bell stated that sewer lines are first extended into transition areas, normally as a <br />part of a development proposal and the developer pays the cost. The town would also <br />be involved because the lines originate with the town. There is a preliminary rural <br />subdivision plan for approximately 100 acres at the corner of NC 10 and New Hope <br />Church Road being presented to the Planning Board in November. This development <br />would utilize wells and septic tanks. <br />Verla Insko mentioned that the water system is owned by Hillsborough, so developers <br />would need to negotiate with the Town. They would also need to get approval of the <br />development plan from the County. <br />Lee Rafalow requested an update on the Flexible Development Proposal. <br />
