Provide flexibility for landowners <br />Agree: 10 Disagree: 1 Undecided: 0 No Response: 0 <br />Comments: This is more a tool than a aoal; some - landowners <br />should have choices, but choices must be constrained; assis- <br />tance programs should be available to landowners with plans to <br />develop to offer design options their land will allow; land <br />owners should be given all consideration possible; within <br />established parameters; and owners need to be trusted to take <br />community's concerns into account when they develop. <br />
