I <br />Arendt guidebook to "plug in" conventional vs. open space development options. At that <br />point, actual development will be driven by the Health Dept. and what is allowed there. <br />Stancil mentioned that this relates to the Design Guidebook mentioned previously <br />and that more information on the specifics could be provided at a fiiture meeting. <br />RURAL CHARACTER DESIGN FOR THE STRAYHORN FARM: Emily Cameron <br />explained the legend on the map and explained the design using the 5 acre incentive <br />option. The open space was preserved as a conservation easement. In order to protect the <br />view space the conservation easements are on the open space and the houses are in the <br />wooded areas. She mentioned that the site is split by the rural buffer. This land is not in <br />protected watershed and the septic systems could be in the open areas. <br />In response to a questions about whether it is actually financially feasible to develop <br />the land in this way, Emily said that they had not researched that for this particular <br />scenario. David Stancil indicated that much land developed in Orange County has been <br />developed along these lines which would indicate that it is possible to repeat that type of <br />development. <br />Verla Insko said that the problem is that the market drives builders to put larger <br />homes Ton each lot so that they receive a larger profit. She - questioned what the incentive <br />was for the builder to receive a lower profit. <br />Bob Strayhorn commented that an incentive needs to be established which would <br />encourage builders to place the lots back off of the main roads. He also requested that <br />consideration be given to options that would allow for easier sale and development of a <br />smaller number of lots by rural landowners. That would be an incentive to sell only what a <br />landowner needed to sell rather than larger parcels being sold out of necessity because of <br />development options. <br />Emily Cameron presented the Cluster Development Design Scenario for comment <br />and discussion. <br />Lee Rafalow said that he liked the design but would like to see 40 lots rather than <br />120. He felt that they could use the septic system option with the systems located on the <br />open space. <br />Emily Cameron indicated she felt that would probably not be financially possible <br />because of site constraints for smaller lots. <br />
