November 17, 1992 Citizen Information Session held in Hillsborough, with mixed reviews from <br />citizens. <br />November 23, 1992 Rural Orange recommendations presented at public hearing. Item is on <br />same agenda as University Station item, and most comments relate to <br />planned community development options in report. Most speakers praise <br />study, but recommend changes to Rural Village /Planned Community <br />development options. <br />December 1992 Committee considers public comment from hearing and makes revisions <br />to report/recommendations. <br />January 21, 1993 Committee adopts final version of Conceptual Guidelines for Rural Orange, <br />completing its charge. <br />Late - January 1993 Conceptual Guidelines for Rural Orange presented to Planning Board, <br />which endorses package - but recommends that one -acre lot conventional <br />development be added to proposal. Board of Commissioners consider the <br />proposal two days later, and call for worksession. <br />March 1993 Worksession held with Planning Board and BOCC. Both groups agree to <br />solicit further citizen input on identified issues via community meetings. <br />January 1994 After an eight -month delay for consideration and adoption of watershed <br />plans, facilitated community meetings held across County. 52 citizens <br />attend, and recommend some changes but endorse overall plan. <br />May -June 1994 Report on community meetings presented to Board of Commissioners. <br />Matter referred to Planning Board. <br />June 30, 1994 Public hearing by Board of Commissioners is " held on proposal to rezone <br />rural areas to two -acre lot zoning. Comment on concepts of cluster, <br />mandatory open space and density bonuses also heard. Majority of speakers <br />oppose the two -acre zoning proposal. <br />July 1994 Planning Board considers the proposals and community meeting comment, <br />beginning a series of meetings to identify issues and discuss alternatives. <br />These meetings lead to creation of the "Flexible Development" proposal. <br />
