September 1990 Committee begins informational meetings about second phase of study - <br />Rural Orange. <br />Fall 1990 Conceptual Guidelines... adopted by Carrboro Board of Aldermen and <br />recommended for approval by Chapel Hill Planning Board. Chapel Hill <br />Town Council defers action until concerns over alternative sewer system <br />overview addressed (which does not occur until 1994). <br />November 1990 Committee holds informational meetings in rural Townships to discuss next <br />steps and solicit citizen ideas on goals and strategies for Rural Orange. <br />January 1991 Strategies Subcommittee begins work on draft recommendations for Rural <br />Orange, using Rural Buffer report as guide and adding comments <br />from Committee and citizens. <br />April 1991 Committee begins consideration of goals and action strategies. Draft <br />recommendations prepared for community meetings. <br />May 1991 Countywide Citizen Information Session held in Hillsborough. Meeting is <br />facilitated and small groups meet to address basic concepts of draft plan <br />and identify concerns /issues of rural residents. <br />June 1991 Committee discusses draft and revises based on Info Session comments. <br />August - <br />December 1991 In response to issues raised about economic feasibility and carrying <br />capacity, further action is delayed to address issues. Reports prepared on <br />economic feasibility of draft development options, open space tax <br />incentives, and potential buildout analysis of rural areas. <br />February 1992 Final version of reports presented to Committee. Committee begins <br />preparation of revised recommendations. <br />April 1992 Third round of community meetings held to gather comment on revised <br />draft. <br />May -June 1992 Draft of Conceptual Guidelines for Rural Orange prepared and presented <br />to Committee. <br />July- October 1992 In response to issues /concerns, further revisions made to draft. <br />October 22, 1992 Conceptual Guidelines for Rural Orange adopted by Committee, to be <br />forwarded for November public hearing. <br />
