These latter options, termed Open - <br />Space Developments (or OSD's), utilize some common incentives plus a sliding <br />scale of density bonuses based on the amount of land preserved in permanent <br />(public or private) open space (see table above) . <br />In the creation of this design scenario, the suitability analysis of the previously - <br />developed Density - Neutral alternative was used, since it most closely resembles <br />the goals and action strategies recommended by the Rural Character Study <br />Committee. (A map of the suitability analysis can be found in the April 6 work <br />group agenda). <br />The initial step in preparation of this design scenario involved review of the Rural <br />Character Study goals. Parameters and findings were developed based on the <br />following approach. <br />2 <br />
