STONEY CREEK SMALL AREA PLAN <br />RURAL CHARACTER DESIGN SCENARIO <br />The Rural Character Design Scenario has been prepared as an alternative for <br />consideration by the Stoney Creek Area Plan Work Group. In this scenario, the <br />recommended development options outlined by the Rural Character Study <br />Committee in their 1993 report' Conceptual Guidelines for Rural Orange, have <br />been used to create a plan for the undeveloped portions of the planning area. The <br />data, suitability- analyses, maps and terminology (where applicable) is similar to <br />those used by the UNC Land Use Planning workshop class for consistency. <br />The Rural Character Study (initially titled the "Open Space Study ") began in <br />November 1987 with the formation of a citizen's task force to work with an <br />outside consultant in developing a plan to preserve and protect the County's Rural <br />Character. The initial thrust of the project focused on the Rural Buffer area, <br />culminating in a 1990 report, Conceptual Guidelines for the Rural Buffer. From <br />1990 -1992, the Committee developed a set of recommendations for the remaining <br />rural areas of the County. <br />The history of the study encompasses a number of milestones and events from <br />1987 - present. A chronology of the Rural Character Study is attached as Appendix <br />A and is provided for background information on how the Study Committee came <br />to its recommendations. <br />Along with the goals and action strategies of the Rural Character Study, a series <br />of development options; were proposed which would amend or replace current <br />conventional and cluster zoning standards with a range of development options2. <br />The options are shown in the following table: <br />' - In the Rural Buffer portion of the area, the 1990 Conceptual Guidelines for the <br />Rural Buffer are used. In areas currently designated 20 -Year Transition, the Rural <br />Character options do not apply and urban design alternatives are used. <br />2 - It is important to note that the choice of which development option to utilize <br />under the Rural Character strategies is that of the property owner. Therefore, the <br />design scenario created herein is only one version of what could occur under a <br />Rural Character plan. <br />1 <br />
