Highway 86 on the west. <br />CLIENT: The Stoney Creek Basin Planning Group (see attached charge), formed to prepare a <br />land use plan and implementation recommendations, and made up of members from the Orange <br />County Board of Commissioners, Planning Board, Economic Development Commission, and <br />School Board; the Hillsborough Town Board and Planning Board; Duke Forrest; and Triangle <br />Land Conservancy. In addition, representatives from twelve area neighborhoods will be invited <br />to attend Planning Group meetings. <br />SCOPE OF WORK: The class shall prepare, evaluate, and present three alternative land use <br />plans for the basin; <br />1. Status Quo Plan, utilizing a conventional development approach under existing <br />County zoning and subdivision regulations. <br />2. Open Space Plan, utilizing the Flexible Development approach under consideration <br />by Orange County, based on general open space design principles proposed by Randall <br />Arendt and others (see Rural By Design and "Designing Open Space Developments in <br />Sussex County, Delaware "). <br />3. Neotraditional Plan (village concept), utilizing principles proposed by Andres Duany, <br />Elizabeth Plater - Zyberk, Peter Calthorpe, and others (see Towns and Town - Making <br />Principles, The Next American Metropolis, and The Pedestrian Pocket Book). <br />Plan preparation shall be based on a Suitability Analysis of the area within the basin, using the <br />
