5. As with FDO, the minimum open space to be set aside <br />is 33% of the total area. However, density bonuses <br />for preserving open space in excess of the minimum <br />are applied differently in the Stoney Creek area as <br />follows: <br />® For every acre preserved above 33o an additional <br />development right is created. Up to 500 open <br />space allows half of this bonus to be applied in <br />the Stoney Creek area and the other half outside. <br />For example, two acres of open space above the 33% <br />minimum is preserved and two additional (bonus) <br />units are permitted. One of these may be located <br />in the Stoney Creek area, but the other one must <br />be located outside of the area. <br />® Preserved open space in excess of 50o results in <br />an additional unit for each acre preserved, but <br />the bonus unit can be applied wherever the owner <br />desires. For example, assume as above that two <br />acres of open space in excess of 500-o are preserved <br />and two bonus units are received. They can both <br />be used in the Stoney Creek area, they can both be <br />used outside the area, or one can be used in the <br />area and one outside of it. <br />6. FDO allows 50-06 of active recreation land, e.g., golf <br />courses, to count as open space. The subcommittee <br />recommends this continue to apply in the <br />intermediate (pumpkin) and higher intensity (rust) <br />areas, but not apply in the lower intensity (yellow) <br />areas. <br />7. The subcommittee agreed "in principle" to several <br />concepts, but did not have time to discuss them <br />fully. Two are presented here for discussion and /or <br />recommendation: <br />• Expedited review and approval (generally in the <br />Planning Department without the involvement of the <br />Planning Board and County Commissioners) for <br />certain types of development, e.g., conventional, <br />subdivision with five acre lots, or for meeting or <br />exceeding a set of rural design guidelines. <br />
