THE IMPLEMENTATION STRATEGY SUBCOMMITTEE MET ON FEBRUARY <br />22, 1996 TO FORMULATE RECOMMENDATIONS BASED ON <br />DISCUSSION AT THE FEBRUARY 15 MEETING OF THE PLANTING <br />GROUP. THE RECOMMENDATIONS ARE AS FOLLOWS: <br />1. The subcommittee used the Flexible Development <br />Options (FDO) as presented at public hearing on <br />November, 27, 1995 and as currently recommended by <br />the Planning Board as the source for their <br />recommendations; and except where modified, the FDO <br />recommendations apply. <br />2. The current zoning (R -1 for most of the area) <br />remains in effect and conventional one -acre lot <br />subdivision development remains an option to the <br />landowner /developer (this is a key premise of FDO, <br />but worth restating here). <br />3. By promoting FDO and modifications thereto specific <br />to the Stoney Creek Area, we hope to preserve land <br />as open space and permit property owners to achieve <br />fair value from their land in so doing. The <br />emphasis is on incentives, not additional <br />restrictions. <br />4. As with FDO, a modified form of transfer of <br />development rights (TDR) is proposed based on the <br />purchase of conservation easements which protect <br />primary and /or secondary conservation areas. To <br />make this specific to the Stoney Creek planning area <br />we propose: <br />• On the conceptual land use plan, the lower <br />intensity area (yellow) is the sending area for <br />density transfers, the intermediate intensity area <br />(pumpkin) is a sending and receiving area, and the <br />higher intensity area (rust) is a receiving area. <br />• Density transfers can take place within the Stoney <br />Creek area and density from the area can be <br />transferred outside its boundaries; but density <br />from other areas cannot be transferred into the <br />Stoney Creek planning area. <br />
