We have been working our way <br />through a "straw" proposal prepared by Lee Rafalow at the request of the <br />subcommittee in January. Using the Flexible Development Options as a starting <br />point, he drafted a proposal specific to the planning area. The subcommittee <br />discussed it extensively on January 31. We had hoped to complete our <br />discussion of it on February 8, but other considerations took precedence. <br />My standard practice following a subcommittee meeting is to summarize <br />the main points of discussion, but not do minutes due to time constraints. <br />However, when listening to the tapes of the January 31 meeting to extract key <br />points, it became obvious to me that it had been a very productive session. I <br />found it difficult to summarize without losing the flavor of the discussion and <br />thus, elected to do an almost verbatim account of the meeting. This account is <br />attached along with the proposal prepared by Lee. I hope it will prove helpful <br />in our discussions on February 15. <br />
