Lee <br />Paragraph 1 The Small Area Planning group has agreed on two major principles <br />as described in the Vision and Value statements: in short, the <br />preservation of the rural character of the area and the <br />protection of the property values of the land in the area. The <br />group is also working on a map that, once finished, will <br />designate three development intensities. The following set of <br />changes is intended to preserve rural character in the low and <br />intermediate intensity designations and support flexibility and <br />preserve property values in all designations. The tools <br />suggested include changes to the permitted use tables, design <br />guidelines as well as financial incentives. <br />Paragraph 2 This proposal is based on the "flexible development" options in <br />that all designations preserve at least one density - neutral <br />option for development. However, the open space requirements <br />used here are a minimum of 50% of the buildable land and that <br />open space is to be natural, i.e., active recreational uses are <br />not considered as part of the open space. The financial <br />incentives (density bonuses, roadway requirements, etc) specified <br />in the "flexible development" proposal apply except that open <br />space density bonuses begin at the 60 %. <br />Paragraph 3 A key element of this proposal is the implementation of a limited <br />form of transfer of development rights. Conditional use permits <br />in which the applicant is required to purchase conservation <br />easements within the Stoney Creek Basin will help keep the <br />buildout of the area constant, concentrate the development in the <br />higher and intermediate intensity areas and preserve rural <br />character in the intermediate and low intensity areas.
