The scope of services outlined in this agreement were formerly <br />provided by TJCOG as part of the cooperative regional household hazardous waste (HHW) <br />program between Chatham,, Durham, Orange and Wake Counties. As each county's program <br />has matured, the cooperative agreement has evolved to the extent that each county now <br />contracts directly with TJCOG for these support services. <br />By contracting with TJCOG, the four counties utilize economies of scale which allow advertising <br />and other services for the Household Hazardous Waste programs run by each county to be <br />purchased at less cost than if the same services were purchased by each county individually. <br />The contributions from each county fund ahalf--time position at TJCOG. The staff person in this <br />position works with representatives from each county and provides advertising, printing, and <br />other support services to Orange County as needed. <br />This contract, to be effective 7/1/00, is being presented to the Board at this time because the <br />Department of Solid Waste Management staff has been negotiating with Triangle J Council of <br />Governments over specific terms of the Agreement, and due to the fact that attention to issues <br />associated with the Department's transfer to Orange County have delayed staffs' ability to <br />prepare the final document. <br />
