Bordeaux, Sr. with a simple goal of <br />providing quality construction services to public municipal clients. While the construction industryand complexityof projects <br />have changed significantly since then, Bordeaux Construction still maintains the same consistent goal of being a valuable <br />resource to local, state, and federal public clients. A satellite office in Wilmington, North Carolina was founded in 2014 to <br />further solidify the Bordeaux Construction presence across North Carolina. In 2016, our headquarters were relocated to <br />Raleigh, North Carolina to better focus on Construction Manager at Risk delivery. Our vision is to leverage our qualification <br />based experience in North Carolina to benefit the municipal clients that we serve. <br />Our Experienced Project Team <br />Our proposed Project Manager, Blair Bordeaux, will be the overall project team leader from the inception through final <br />completion. Blair has an impressive background in both Correctional projects in North Carolina and experience building <br />in Orange County. Blair's notable accomplishments are augmented by the comprehensive knowledge of Kevin Sowter, <br />proposed Project Superintendent. Blair has completed several successfuljail projects including Chatham County Detention <br />Center, Bladen County Detention Center and the Chatham Youth Detention Center. Kevin successfully completed the <br />Orange County Justice Expansion project and is currently working on the UNC Kenan Laboratory Renovations; a complex <br />mechanical systems project in Chapel Hill. Blair and Kevin are complemented with highly qualified support staff including <br />Preconstruction Manager/ Estimator,John Witcher, and Virtual Construction and Building Systems Group Manager, Matt Miller. <br />The combined project team is a unique blend of strengths that will provide value to Orange County in the construction of <br />the proposed new Detention Facility, Environment & Agriculture & Park Operations Base project. Please see Key Personnel <br />for resumes and a combined organizational chart for the proposed project team. <br />Local and Minority Participation <br />We understand the financial impact a project of this magnitude will have on Orange County. As the Construction Manager <br />on the new Detention Center, we will serve as your agent to: (1) hold local outreach sessions to generate subcontractor trade <br />interest and educate those trades on the CM at Risk bidding process, (2) develop bid packages with the goal of breaking <br />work elements down into scopes that are suited to allow local and minority firms to fairly compete for work on the project, <br />and (3) leverage almost four decades of relationships with subcontractors and vendors to provide the best pricing for the <br />Orange County project. <br />Bordeaux Construction is committed to providing all employees with a living wage as outlined by Orange County. We <br />believe our employees are our greatest asset and will work with all subcontractors to ensure they are pursuing the same <br />goal. In fact, we are proud that 100% of Bordeaux Construction employees rates of pay exceed the Orange County living <br />wage. We are prepared to advocate and implement alongside Orange County for the Orange County Detention Facility <br />and EAC project. <br />Bordeaux will maximize HUB participation through the community outreach sessions and subcontractor prequalification <br />during the preconstruction phase. Our experience working in Orange Countyforthe last 20 +years will allow us to maximize <br />the participation of Orange County firms. <br />Experience with CM at Risk Work <br />Bordeaux Construction has extensive experience with CMAR projects and even more importantly with client's first experience <br />with Construction Manager at Risk as a delivery method. Granville County, Brunswick County Public Schools, Brunswick <br />County and Bladen County have all selected Bordeaux for their first project utilizing the CM at Risk Delivery method. From <br />the first Project Kick -off Meeting, Bordeaux will take the lead with the new project team (owner, County staff, design team, <br />construction manager), in order to develop models for each of the most critical aspects of the project: cost and schedule. <br />One of the most valuable services that we will provide is to educate and walk Orange County staff that may not be familiar <br />with Construction Management at Risk delivery through the process. <br />Committed to Your Success <br />Serving as both the Project Manager and Project Executive, Blair Bordeaux, is the senior executive with the authority to <br />act on behalf of Bordeaux Construction in all matters.
