ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: April 19, 200,5 <br />Action Agenda <br />Item No. 5_ <br />SUBJECT: Southern Human Services Center- Duke Power Right-of-Way <br />DEPARTMENT: Purchasing and Central PUBLIC HEARING: (Y/N) No <br />Services <br />ATTACHMENT(S): <br />Map of Right-of-Way Location <br />Right of Way Agreement <br />INFORMATION CONTACT: <br />Pam Jones, (919) 245-2652 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To consider approving right-of-way requested by Duke Power for new pole <br />locations on the Southern Human Services Center property, <br />BACKGROUND: Duke Power is making certain upgrades to the power supply that serves the <br />general Homestead Road area, but would specifically benefit the County's Southern Human <br />Services Center by providing greater redundancy and a more reliable power supply, In order to <br />carry out this work, Duke Power has requested that the County grant right-of-way along <br />Homestead Road, as depicted on the attached map. Two new poles would be added and one <br />existing pole on the east side of the access drive would be abandoned. Richard Gurlitz, <br />designer for the Southern Orange Senior Center, and Pam Jones, Director of Purchasing and <br />Central Services, have worked with Duke Power representatives to obtain a pole configuration <br />that will not only improve the reliability of the electrical services to the campus buildings, but will <br />also present a less cluttered line arrangement at the entrance of the site. <br />It is staffs understanding that Duke Power plans to carry out this work in late-Spring 2005. The <br />issue of placing the lines underground has arisen. However, Duke Power has not provided any <br />cost estimates to place the lines underground due to the fact that the lines are major <br />transmission lines and therefore Duke believed that the cost would prove prohibitive. <br />FINANCIAL IMPACT: There is no financial impact associated with this action. <br />RECOMMENDATION(S): The Manager recommends that the Board grant the Right-of-Way <br />as requested by Duke Power; and contingent upon staff and Attorney review, authorize the <br />Chair to sign the agreement on behalf of the Board. <br />
